Garco Construction was founded in 1978 when Tim Welsh and Bob Carter acquired the construction division of Gifford-Hill’s Garco Building Systems, establishing Carter-Welsh, Inc., doing business as Garco Construction. The company initially focused on industrial construction before expanding into public works, military, educational, commercial, and civil projects. Today, Garco remains headquartered in Spokane and has completed projects across 18 states.
